What you have is an early automatic tape measure rule to which is attached a sad looking flower. Having this in your coat pocket you may pull up on it and it stays in the position and going back and pulling again it grows longer and longer. A finale can be when you push the button through your pocket which makes it retract rapidly. The cloth around the rule which is never seen is coming away. Condition very good. | |
